Upcoming Historic District and Board of Adjustment Reviews
When applicants submit proposals to the Planning department, some of these proposals require review by the Historic District Commission or Board of Adjustment. On this page, you'll find more information about what types of projects require their review(s), links to project materials, and meeting dates.
Historic District Commission Reviews
When someone wants to change the exterior appearance of a property in one of our three local Historic Districts, they need to apply for a Certificate of Appropriateness (COA). Ordinary maintenance or repair of any exterior architectural feature that doesn't involve a change in design, material, or outer appearance typically doesn't require this certificate.
Whether the work is in the Franklin-Rosemary, Cameron-McCauley, or Gimghoul Historic District, the Historic District Commission (HDC) reviews the applications.

- Application materials might include plans, drawings, and other materials an applicant submits through our online permitting portal, OpenGov.
- Meeting materials such as staff memoranda prepared for HDC meetings are available two weeks ahead of the meeting date on our online site for meeting materials, Legistar. You might need to adjust the date field to see all upcoming meetings.

Board of Adjustment Reviews
When someone wants to modify regulations in the Land Use Management Ordinance (LUMO) for a project, such as reducing a building setback or increasing a fence height, or appeal a decision that Council or staff made to issue or deny a permit, they must go before the Board of Adjustment (BOA).
The Board of Adjustment is the Town's board designated to hear and make decisions on Variances, Appeals, and Minor Special Use Permits.
- Variances are approvals to vary or modify regulations in the LUMO.
- Appeals are formal requests for the BOA to reconsider a formal decision on a development application that Town staff, the Historic District Commission, or the Community Design Commission already made. This could include decisions such as issuing a permit or denying an application.
- Special Use Permits (SUP) are approvals required for proposed development that require more discussion about the location, design, and operation to protect public health, safety, and welfare. The BOA considers Minor SUP applications, and Major SUP applications go to Council.
