Chapel Hill Mobility and Connectivity Plan

Read Our Mobility Plan 

This plan outlines the steps necessary for Chapel Hill to become a community where bicycling, walking, and taking transit are safe and convenient, everyday choices. The draft plan is an overall network exercise looking at bicycle, pedestrian, and greenway connectivity, along with transit stop access, throughout the Town. It includes a prioritized list of both short- and long-term projects to improve non-motorized transportation opportunities in Chapel Hill. The Mobility Plan complements and expands upon existing adopted plans including the Chapel Hill Bike Plan (2014), and the Greenways Master Plan (2013).

RAISE Grant 2023 and Everywhere-to-Everywhere

In February 2023, the Town of Chapel Hill submitted a RAISE Grant application to the U.S. Department of Transportation for the Everywhere-to-Everywhere Greenways Study. Application materials and supporting information are available on this site.

Mobility and Connectivity Plan

Connected Roads Plan

Council adopted the Connected Roads Plan on June 14, 2023 to be adopted as an amendment to the Town's Comprehensive Plan, Chapel Hill 2020. The plan and policy is a living document. Recommendations from the Plan are intended to change over time as we obtain new information, development site plans are submitted for review, or we implement Town capital projects for maintenance or enhancements.

Regional Transportation

The Town of Chapel Hill is a member agency of the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO), the agency responsible for transportation planning for the western part of the Research Triangle area in North Carolina. Town staff and elected officials partner with other municipalities, transit providers, and state agencies to work on regional transportation plans and policies. To learn more about the latest regional plans and policies that may affect you, visit the DCHC MPO homepage

Regional Transit Options

Transportation needs may take our community members beyond the boundaries of Chapel Hill. Because of this, the Town works with neighboring agencies to improve transit throughout the region.

Bicycle and Pedestrian Counter Reports

We record bicycle and pedestrian information through a series of electronic counters located on greenways and bike lanes around town. We use data collection to create smarter transportation infrastructure plans and projects around the community.
