Home Buyer Assistance
Home buyer assistance is designed to help Town employees purchase homes within 5 miles of the Town of Chapel Hill(PDF, 8MB) through down payment and/or closing cost assistance. An employee can apply for up to $12,500 of assistance to purchase a home in Chapel Hill town limits. Homes located in the 5-mile radius of Town of Chapel Hill Corporate Limits are eligible for $7,500 in assistance.

The Homebuyer Assistance program serves households that meet the following criteria:
- Permanent employees in good standing with a household income at 115% of the Area Median Income and below
- Purchasing a home as a primary residence within five miles of the Town of Chapel Hill corporate limits
- Have provided the required documentation when applying for assistance
- Have completed an approved homebuyer and/or budget counseling program
Employees can apply to the Town for a one-time down payment from the Town of Chapel Hill.
- Homes located within the Town of Chapel Hill corporate limits are eligible for a maximum of $12,500 in assistance.
- Homes located outside the Town of Chapel Hill corporate limits but within the 5 mile radius of the Town of Chapel Hill corporate limits are eligible for $7,500 in assistance.
Households seeking assistance are required to provide the following information to receive assistance*:
- Closing Disclosure document, to be provided by closing attorney
- Official documentation verifying total household income
*Once applicants provide official documentation and it's approved, the Town will make a check payable to the closing attorney.
*Annual monitoring will be conducted, and official documentation will be requested to ensure the home remains the employee's primary residence.
If the employee receiving assistance leaves employment with the Town or moves to a different address within five years, the employee must repay the assistance at a rate of 20% for each year remaining in their agreement.

Rental Assistance
Rental assistance is intended to help employees secure rental housing within 5 miles of the Town of Chapel Hill(PDF, 8MB). Employees can apply to the Town for a one-time payment from the Town of Chapel Hill for assistance with security deposits, utility connection fees, other applicable fees, and future rent.

The Rental Assistance program serves households that meet the following criteria:
- Permanent employees in good standing with a household income at 80% of the Area Median Income (AMI) and below
- Moving into housing within five miles of the Town of Chapel Hill corporate limits
- Have a lease term of at least 12 months
- Have completed an approved homebuyer and/or budget counseling program
- Have provided the required documentation when applying for assistance
Employees can apply to the Town for a one-time payment from the Town of Chapel Hill.
- One-bedroom or less maximum assistance: $4,092.50
- Two-bedroom maximum assistance: $4,680.00
- Three-bedroom maximum assistance: $5,835.00
- Four or more bedrooms home maximum assistance: $7,017.50
Examples of eligible rental fees include:
- Security deposits for the lease agreement, including pet deposits
- Electric, gas, internet, or water service connection fees
*Once upfront fees are paid, the remaining balance of the maximum assistance may be paid to the landlord for pre-payment of future rent.
Households seeking assistance are required to provide the following information:
- Official documentation showing the amount of the security deposit, utility connection fees, and/or other applicable fees
- Official documentation verifying household income
- A copy of the signed lease agreement
*Once official documentation is provided, the Town will make a check payable to the landlord, utility company, or service provider.
If the employee receiving assistance leaves employment with the Town or moves outside the program boundary within one year of receiving assistance, the total assistance provided shall be repaid.

* Please note that all forms of non-retirement income and assets will be considered when determining eligibility for the program. Assets can include stocks, bonds and real estate.
*Maximum assistance amounts are updated annually based on 2.5x HUD Fair Market Rent (FMR).
