More Information

The Homestead Gardens Project broke ground in March 2026 and will include about 90 affordable housing units for households whose incomes fall between 30% or less and 115% of the Area Media Income. Rental apartments and for sale duplexes and townhomes will be surrounded by a variety of amenities, including a multi-use greenway path, walking trails, basketball court, and community garden. This project is one of our first efforts to develop affordable housing on Town land. The concept reflects the vision for an inclusive, mixed-income community that offers a variety of housing types to serve a variety of housing needs.

How We Got Here

In September 2017, Council dedicated this 14-acre parcel of Town-owned land for mixed-income housing and authorized the Town Manager to explore development potential. 

In June 2018, Council reviewed an early concept for the development.

In November 2018, Council approved issuing a Request for Qualifications to identify potential development partners.

In February 2020, we executed a Memorandum of Understanding with the Homestead Housing Collaborative as the project's potential development partner. Self Help Ventures Fund leads the Collaborative in partnership with CASA, Community Home Trust, and Habitat for Humanity of Orange County.

In October 2020, we submitted a conditional zoning application that Council approved in May 2021.

In November 2023, Council approved additional changes to the site plan requested by the development team.
